The last paragraph of your official letter of the 12th September, 30044/1927, about the acquisition of the Kai Tak site, indicates that you wish for an early reply.
I am, therefore, writing to let you know that we shall probably not be able to let you have an answer until after the middle of next month.
The position is that we shall be having a meeting to consider our programme for next year about the second week in October, and until this has been done it will be impossible for us to say whether we can find the sum you suggest, viz. £178,000.
I assume that there is no doubt that the whole of this sum would be spent by the end of March, 1929.
I am extremely sorry that there should be this delay but fear it cannot be avoided.
